The Senior Manager, Benefits Access will help grow and support a body of work focused on benefits access with a concentration on Summer EBT and SNAP. The Senior Manager will engage agencies administering public benefits and community partners in best practice implementation of program access efforts including outreach and communications, system and process changes, technology and data, and access initiatives. This position will help identify, gather, and share best and promising practices in expanding access to public benefits particularly Summer EBT and SNAP, develop tools and resources that facilitate program improvement and access, foster cross-state learning, and communicate effective practices through in-person and virtual technical assistance, convenings, webinars, and written resources.
This position is preferably based in Washington, DC; but could be fully remote for the right candidate living outside of the D.C. area. The position offers a salary range of $81k-$87k. Exact compensation within the stated salary range may vary based on skills, experience, internal equity, and geographical location.
DUTIES AND RESPONSIBILITIES:
- Build and support programmatic expertise in engaging and supporting agencies administering public benefits particularly Summer EBT and SNAP. Serve as a technical resource for internal staff and external public and private program partners.
- Gather and share learnings from the field, including insight from program participants, partners, and state agency staff, to identify best and promising practices for expanding Summer EBT and SNAP program access and improving program quality. Special focus should be on successful program models.
- Manage regular engagement opportunities and projects focused on benefits access initiatives with agency and community partners through collaborative projects/partnerships including planning and facilitating meetings, building partnerships, providing technical assistance, tracking and summarizing lessons learned across the benefits access space, and developing resources needed to fill gaps in the field. Immediate needs will support collaborative projects focused on Summer EBT best practices and expansion efforts.
- Provide strategic guidance, thought partnership, and technical assistance to No Kid Hungry state campaigns working to expand access to Summer EBT and SNAP. This may include supporting development of projects, participating in planning meetings, leading trainings, and joining coalition/partner calls.
- Develop an understanding of how data and technology can improve access to Summer EBT, SNAP and other federal benefit programs; keep abreast of state efforts to streamline benefit access and outreach; help manage grants to organizations and agencies using technology to increase access to benefits.
- Stay up to date on the federal Summer EBT and SNAP landscape through internal and external relationships, especially with USDA, state agencies, and other national anti-hunger and poverty organizations.
- Contribute to the Center for Best Practices’ website, newsletter, and other communication tools.
- Partner with colleagues to support Share Our Strength's work to be a diverse and inclusive organization, and ensuring this value is embedded in the organization and throughout our work.
QUALIFICATIONS:
- Bachelor’s degree preferred but not required, or equivalent lived experience, professional and work experience.
- 5-8 years’ work experience with a focus on Summer EBT or SNAP; experience administering federal nutrition programs particularly Summer EBT and SNAP or working with government agencies administering public benefits a plus.
- Experience providing training, technical assistance, strategic planning or consulting services to nonprofit organizations and/or state agency staff.
- Demonstrated commitment to advancing diversity, equity and inclusion.
- Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
- Demonstrated ability to work independently on multi-step, detail-oriented projects in a fluid environment.

- Detail-oriented with strong organizational skills.

- Interest in anti-hunger and anti-poverty issues.
